Many people have converted to judaism. There is no explicit rule against it or atleast none that is widely followed nowadays. After WW2 for example it became somewhat popular to do. Some jewish orthodoxy’s just don’t view converts as real jews though, but you’d be excepted in most non orthodox Synagogue.
